The California High-Speed Rail Authority (Authority)‘s Small and Disadvantaged Business Enterprise Program (SB Program) has established a Small Business overall project goal of 30 percent to be achieved through the utilization, in any combination and at any tier level, of firms who are certified as:
• Small Businesses (SB)
• Microbusinesses (MB)
• Disadvantaged Business Enterprises (DBE)
• Disabled Veteran Business Enterprises (DVBE)
As recognized by the federal Small Business Administration 8(a) Business Development Program for SBs, California Department of General Services (DGS) for SBs, MBs, and DVBEs, and the California Unified Certification Program (CUCP) for DBEs. Learn more about small business certification.
Small Business Enterprises
The Authority’s SB Program only recognizes those SBs certified through the SBA 8(a) Business Development Program and California DGS. Two resources for Information regarding these certifications are the U.S. Small Business Association and the California Small Business and DVBE site.
Disadvantaged Business Enterprises
Within the overall 30 percent SB goal, the Authority has established a 10 percent DBE goal. The DBE goal is wholly race-neutral. The Authority’s SB Program only recognizes those DBEs certified through the CUCP. Learn about California’s DBE.
Disabled Veteran Business Enterprises
Additionally within the overall 30 percent SB goal, the Authority has established a 3 percent DVBE goal. The Authority’s SB Program only recognizes those DVBEs certified through the California DGS.
